Whereas the municipality of Oueslatia has received correspondence concerning access to administrative documents for the year 2016.

The municipality has also received requests for access to documents from others in accordance with authorizations on petitions issued by the courts of the Wilayat of Kairouan, and all requests have been processed.

We note that the municipality of Wasselatia has not really initiated the implementation of Decree No. 41 of May 26, 2011 relating to access to administrative documents and its revised texts, as well as Circular No. 25 of 5 May 2012 relating to access to administrative documents for public structures, because municipal officers do not benefit from training in this area and not from the availability of officers to perform the aforementioned tasks, which led the municipality to respond requests from citizens according to their needs without keeping a notebook for the purpose.

Whereas the municipality has not been the subject of requests for the execution of administrative documents in the sense presented in decree n ° 11 mentioned above, but rather of requests for service to obtain old documents or certificates in the signature definition, and the request is answered within 24 hours in most cases.

The municipality is also exposed on a daily basis to cases of access to administrative documents through direct access to information on site, in particular with regard to the example of town planning and knowledge of the color of real estate, and the service is provided on time and without submitting a request.

Note that the municipality of Wasslatia has not received a complaint concerning the non-response to requests for access to administrative documents.

Determine the reasons for the rejection of requests that were totally or partially rejected and the exceptions invoked to justify the rejection: none

• The need to identify the requestor of the service and his interest.

At the end of this report, we submit a request for the allocation of training days for agents to see the content of the work required and how to prepare the report.

We also ask to speed up the development of a guide to simplified procedures for the benefit of applicants for administrative documents to control their rights, and to clarify the procedures for filing the application and monitoring related appeals.
